Orem City Code 22-8-10(A) requires that outdoor storage of merchandise in commercial and professional office zones be enclosed by a sight-obscuring fence of at least six feet (6 feet) in height, and 22-8-10(F) requires junk, dismantled vehicles and salvaged materials to be enclosed by a sight-obscuring fence. The Code does not set a single statewide list of prohibited residential fence materials; under 22-14-19, fences and walls must be of appropriate design and construction. Utah's adopted State Construction and Fire Code (Orem City Code 7-1-1) governs structural and material standards for masonry and tall fences.
Building a masonry or concrete fence, or a retaining wall four feet or more in height, without the required building permit is a violation enforced by the Building Safety Division and can trigger a stop-work order and abatement. Commercial screening that fails the six-foot sight-obscuring standard, or that uses prohibited chain-link-with-slats for utility-box screening, is a zoning violation subject to citation and corrective orders.
