8 draws a narrow zone-based line for barbed wire: it is allowed when tied to agricultural uses in the A-5, A-1 and RA-1 zones, and separately allowed in the LI (light industrial) and PF (public facilities) zones for security purposes. Outside those zones and uses, barbed wire is not permitted as a permanent fencing material, though the Code carves out a citywide exception for temporary barbed wire installed during construction activities, regardless of the underlying zone. That means a property owner cannot install razor wire for general deterrence or added security on their own initiative anywhere in Lehi; the requirement has to come from an outside statute or regulation, not from the owner's own security judgment. C fence and wall standards that set Lehi's six-foot general height cap, so a barbed wire or razor wire installation still has to clear the underlying height and sight-triangle rules even where the material itself is allowed.
