Mount Pleasant, SC Filming & Production: Location Permits (2026)

Chapter 116, Special Event Permits, is the Town of Mount Pleasant's location-permit mechanism for film and television production. 02(A) extends the chapter's normal commercial, institutional and governmental property scope to residential properties specifically for film and television productions, meaning a production filming in a Mount Pleasant neighborhood needs the same special event permit a festival or block party would need. Productions are sorted by impact: Sec. 03(B) lists photo shoots among examples of minor-impact events approved administratively by the Town Administrator or designee, while Sec.

04(A) lists television and film productions among the examples likely to have a major impact, again approved by the Town Administrator or designee, who under Sec. 04(C) may defer the decision to Town Council, whose ruling is final. 04(D) points productions to the town's separately maintained filming policy for additional requirements and guidelines that may be updated over time. Fees are set out in Sec. 05(I): $100 per permit for low-impact filming, $250 per permit for high-impact filming, $50 for a base camp permit when the camp sits apart from the filming location, and, for use of town property, $100 per day for low-impact use (including a base camp on a park or facility that stays open to the public) or $500 per day for high-impact use.

A denied applicant can appeal to the Police, Judicial and Legal Committee within five working days under Sec. 07, and violations of the chapter carry the general Sec. 99 penalty.
