Mount Vernon, NY Filming & Production: Street Closures (2026)

City of Mount Vernon Code § 128-3 provides that every application for a filming permit must be approved by the Commissioner of Public Safety or a designee, because the Department of Public Safety is responsible for any street closing and temporary traffic regulations the filming requires. That approval is conditioned on the applicant agreeing, at its own expense, to provide any security officers the Commissioner or designee deems necessary to protect the public or direct traffic during filming. The section then draws a hard line on duration: no public street may be closed as a public thoroughfare under Chapter 128's authority for more than three hours on any given day, regardless of how many days the overall filming permit covers.

Because the closure approval sits inside the same permit process governed by § 128-1, a production must already hold a valid filming permit, an approved $1,000,000 liability policy naming the City as additional insured under § 128-2, and, where the filming occurs on public property outside Recreation Department supervision, the administrative fees and cleanup deposit required by § 128-4. A copy of the issued permit goes to the Fire Commissioner under § 128-7, and the Commissioner of Public Safety, Public Works or Recreation may inspect the permit at the filming site throughout the closure.
