Newton County, GA Filming & Production: Street Closures (2026)

A production that needs to close a lane or road in unincorporated Newton County must disclose it up front. Section 12-81(c)(6) requires the filming permit application to include details of planned lane or road closures, including required detours and traffic control plans, and the code sets three hard conditions on any closure: emergency vehicle access must be maintained at all times, road closures require on-duty POST certified law enforcement officers on site as determined and directed by the county sheriff's office, and those officers are provided at the production company's expense, not the county's.

The application is reviewed under section 12-83, which requires the county film coordinator to consult the sheriff's office, along with the fire service, public works, and buildings and grounds department, and to find that the closure will not unduly interfere with traffic or pedestrian movement, endanger public safety, or leave streets completely closed for an unreasonable period, before the permit or authorization can issue. Section 12-84 separately makes clear that the reasonable cost of any additional law enforcement, code enforcement, fire, or other county services the closure requires must be paid to the county by the applicant in advance.

If a security plan is also warranted for public safety, section 12-81(c)(7) can require off-duty POST certified officers as well, again arranged and directed by the sheriff's office.
