Jefferson Parish, LA Filming & Production: Student Filming (2026)

Jefferson Parish Code of Ordinances Chapter 26, Article IV requires a film permit from the Office of Film Jefferson for filming anywhere in unincorporated Jefferson Parish under Sec. 26-68, but Sec. 26-69 lists categories the parish exempts from that requirement entirely, and student filming is one of them: subsection (e) simply reads 'Student filming,' pulling it out of the permit process alongside news media, family video, studio filming, charitable films, promotional filming, court filming and government filming. What counts as exempt student work is defined in Sec.

26-66: student filming means all productions made by a student of a public or private educational institution to satisfy a course or curriculum requirement and from which no profit is made, including posting on social media Internet outlets. That definition draws the line on two facts, not on subject matter or filming location: the production has to fulfill a course or curriculum requirement at a public or private educational institution, and no one can profit from it, even though posting the finished project to social media does not disqualify it.

A student project that is monetized, sold, or otherwise produced for profit falls back outside the exemption and would need the Sec. 26-68 permit and the Office of Film Jefferson's review like any other commercial or noncommercial production that doesn't fit one of the other Sec. 26-69 categories, such as charitable films or promotional filming for the parish itself.
