Taylor, MI Filming & Production: Student Filming (2026)

Every applicant for a Chapter 4, Article V production filming permit in the City of Taylor must pay the fees Section 4-183(a)(6) lists: a nonrefundable processing fee set by city council resolution to cover staff review time, a daily property use fee to compensate the city for taking public property out of ordinary use during the shoot, and a monitoring fee to cover staff time watching the production. Subsection (a)(6)d waives the first two of those, the processing fee and the property use fee, for three categories of applicant.

The first is a cable television company filming under its city franchise, off public property, without blocking the right-of-way, and using fewer than two motor vehicles. The second is any production run for wholly charitable or educational purposes from which nobody derives a profit, directly or indirectly. The third is student filming, defined in the ordinance itself as productions directed or produced by a person currently enrolled in courses related to the production, meaning a film or photography student working on a class project or assignment.

The waiver reaches only the processing and property use fees; Section 4-183(a)(6)c's monitoring fee, which reimburses the city for staff time actually spent watching the shoot and for equipment used during it, is not listed among the waived charges, so a student production that ties up police, fire, or public works staff on-site can still be billed for that oversight even though it owes nothing to file or use the property.
