Missouri permits broader consumer fireworks than most states. Under Mo. Rev. Stat. Β§320.106, the state fireworks season for retail sale runs June 20 through July 10 and December 20 through January 2. Mo. Rev. Stat. Β§320.151 prohibits fireworks within 600 feet of schools, churches, hospitals, and within 100 feet of fireworks storage or 300 feet of gas pumps, and bars discharge from motor vehicles. Boone County has not adopted a comprehensive county-wide consumer-fireworks ban; the Boone County Fire Protection District handles commercial fireworks display permits and burn-ban enforcement under Mo. Rev. Stat. Β§49.266.
Authority: Mo. Rev. Stat. Chapter 320 (Fire Protection β Fireworks) preempts most consumer-fireworks rules statewide. Β§320.106 defines 'fireworks season' as June 20 to July 10 and December 20 to January 2 for seasonal retail sale of consumer fireworks meeting APA Standard 87-1A. Β§320.131 prohibits possession or sale of certain explosive devices outside that framework, and Β§320.151 imposes statewide discharge restrictions: no sale to children under 14 except in the presence of a parent or guardian; no discharge within 600 feet of any school, church, or hospital; no discharge within 100 feet of fireworks storage; no ignition within 300 feet of gas pumps or flammable-liquid storage; and no discharge from motor vehicles. Β§49.266 authorizes county commissions to declare burn bans during drought conditions, but a county burn ban may not prohibit consumer fireworks as defined in Β§320.106. Inside the City of Columbia, Columbia Code Β§16-261 generally prohibits the sale, possession, or discharge of fireworks within city limits. Other Boone County cities (Ashland, Centralia, Hallsville) maintain their own ordinances. The Boone County Fire Protection District (bcfdmo.com) issues commercial display and blasting permits; consumer fireworks at private homes in unincorporated Boone County are otherwise governed by state law.
Violations of Mo. Rev. Stat. Β§320.151 (proximity, discharge from vehicle, sale to minor) are misdemeanors under state law. Violations inside Columbia city limits (Columbia Code Β§16-261) carry city ordinance fines up to $1,000 and/or 90 days in jail. Reckless use causing fire or injury can be charged under Mo. Rev. Stat. Β§569.050 (knowing burning) or Β§569.040 (arson).
