All fireworks are banned in unincorporated Placer County. Because of Placer County's high wildfire exposure across the Sierra foothills and Tahoe Basin, the Board of Supervisors adopted Placer County Code Section 9.32.100, 'Use, possession, etc., of fireworks prohibited โ Exceptions.' No person may use, discharge, or possess any fireworks (as defined in California Health & Safety Code Sections 12505 or 12529) within the unincorporated territory of the county unless issued a permit under that article. This ban covers even 'safe-and-sane' fireworks that may be sold legally at stands in some neighboring valley cities; those products are still illegal anywhere in unincorporated Placer. The only lawful fireworks are county-approved public displays put on by a pyrotechnician licensed by the California State Fire Marshal under a fireworks display event permit. The county notes the prohibition applies to unincorporated communities such as Penryn, Newcastle, North Auburn, Granite Bay, Meadow Vista, Foresthill, Tahoe City, and Kings Beach. Incorporated cities (e.g., Roseville, Rocklin, Lincoln) set their own rules and some allow safe-and-sane fireworks within city limits during specified dates.
Possessing or discharging illegal fireworks in unincorporated Placer County is enforced by the Sheriff and fire agencies. Under California Health & Safety Code Section 12700 and following, dangerous-fireworks offenses can be charged as misdemeanors; state law also authorizes substantial administrative fines for illegal possession.
