All fireworks — including "safe and sane" — are prohibited in the unincorporated areas of Butte County and in the towns of Paradise and Chico. "Safe and sane" fireworks may be sold and used only within the city limits of Oroville (in designated areas only), Gridley, and Biggs.
Under California Health & Safety Code §12500 et seq. (the State Fireworks Law) and Butte County ordinance, the unincorporated county is a "no fireworks" jurisdiction. Within the cities that allow them, "safe and sane" fireworks (those bearing the California State Fire Marshal seal) can be sold only during the period leading up to July 4, and use is further restricted — for example, Oroville prohibits fireworks within 100 feet of vegetation and only permits use in a defined zone of the city. Fireworks lawfully purchased in Oroville, Gridley, or Biggs may not be transported into other parts of Butte County. The Butte County District Attorney issues an annual warning before July 4 emphasizing zero tolerance because of post-Camp Fire wildfire risk.
Possession or use of any fireworks (safe-and-sane outside their allowed cities, or any "dangerous" fireworks anywhere) is a misdemeanor with fines up to $1,000 and up to six months in county jail under H&S Code §12677; civil penalties for dangerous fireworks can reach $50,000 under H&S Code §12557.
