Texas Occupations Code Section 2154.251 prohibits the use of fireworks inside any incorporated municipality unless specifically authorized. El Paso does not authorize consumer fireworks and reinforces the ban in Chapter 9.36. Only licensed public displays, such as those at the Sun Bowl or Downtown on July 4, are permitted and require a city fire permit. Fireworks stands operating on unincorporated county land outside El Paso are legal under Texas law, but bringing and igniting those fireworks inside the city is illegal. The El Paso Fire Marshal and Police Department enforce heavily around July 4 and New Year's Eve, with annual dedicated patrols in the Lower Valley and Northeast.
