Eugene, OR Fire Regulations: Fireworks (2026)

EC 4.934, adopted in 2014 and last amended by Ordinance No. 20674 (effective October 29, 2022), makes it unlawful to sell, use, light, detonate or display any consumer fireworks anywhere in the city of Eugene at any time, on top of whatever state law under ORS 480.120 already restricts. Display fireworks, the professional-grade kind used at organized shows, are permitted only during the narrow July 3 through July 5 window, and only then if the city manager or a designee specifically authorizes the display. The section borrows its definitions of "consumer fireworks" and "display fireworks" straight from ORS 480.111, so the same state-law categories determine what counts as banned in Eugene.

Enforcement runs through the general Chapter 4 penalty table: EC 4.990 sets a flat $500 fine for a section 4.934 violation, and subsection (8) of that same penalty section lets the city manager or a designee layer on an administrative civil penalty under EC 2.018 in addition to, not instead of, any criminal citation or other enforcement action. Eugene Police also treat unlawful fireworks use as an offense separately punishable under ORS 480.120, referenced in EC 4.190 alongside other quality-of-life violations.
