Possession, sale, discharge, or transportation of prohibited fireworks within city limits constitutes a Class 1 misdemeanor under Virginia Code Section 27-100, punishable by up to 12 months in jail and fines up to 2,500 dollars, plus restitution for any resulting damage. Professional pyrotechnic displays at venues such as parks or civic events require a permit issued by the City of Fairfax Fire Marshal, submission of a site plan, proof of pyrotechnician certification, and liability insurance. The Fourth of July, New Year's Eve, and other holidays do not create exemptions. Neighboring jurisdictions such as Fairfax County similarly restrict aerial and explosive fireworks.
