Consumer fireworks are banned in unincorporated Spokane County under Spokane County Code Chapter 3.17 — no sale, possession, or discharge is allowed, even on the state's June 28-July 5 window. Incorporated cities set their own rules.
Washington's RCW 70.77.395 sets statewide discharge periods (June 28-July 5 and New Year's Eve into New Year's Day), but RCW 70.77.395 also lets counties and cities ban or further restrict fireworks. Spokane County adopted a full prohibition years ago covering the unincorporated area, so the state window does NOT apply there. Individual cities (Spokane, Spokane Valley, Cheney, etc.) each have separate ordinances — some permit limited legal fireworks on specific dates, most ban aerial and explosive devices. Public display fireworks require a state license and local permit regardless of location.
Violating the county ban is a misdemeanor punishable by a fine of up to $1,000 and/or up to six months in jail; each fireworks item can be a separate violation.
