New Jersey bans firecrackers, torpedoes, skyrockets, Roman candles and other explosive or aerial fireworks under N.J.S.A. 21:3-2. A 2017 amendment (P.L. 2017, c.92) carved out an exception for "sparkling devices and novelties", hand-held or ground-based sparklers, snakes, glow worms, smoke devices and trick noisemakers such as party poppers and snappers, which persons 16 or older may lawfully buy, possess and use. These items may not be further regulated by a municipality, but their sale and storage must meet NFPA 1124 (2006). Fireworks and land use are otherwise handled by the state and your municipality; Morris County itself sets no separate fireworks rule.
