The Michigan Fireworks Safety Act (MCL 28.451+) legalizes consumer fireworks statewide and preempts most local sales and storage rules. Under MCL 28.457, a local unit may regulate ignition and discharge, but ordinances cannot restrict use after 11 a.m. on the state's protected days: Dec 31 (to 1 a.m.), the Saturday/Sunday before Memorial Day, June 29-July 4, July 5 when a Friday/Saturday, and the Saturday/Sunday before Labor Day (each to 11:45 p.m.). Flint, Grand Blanc, Burton and township ordinances set the day/hour limits outside those windows. There is no single county-wide fireworks ordinance.
