Michigan PA 256 of 2011 (the Michigan Fireworks Safety Act, MCL Β§28.451 et seq.), as amended by PA 65 of 2018, legalized consumer-grade Class 1.4G fireworks for adults 18 and older. Local governments may restrict ignition outside specifically protected holiday windows: the day before, day of, and day after New Year's Day, Memorial Day, Juneteenth, July 4 (plus the Saturdays and Sundays preceding and following), Labor Day, and similar federal holidays. Lansing Code Chapter 804 takes the maximum permitted local restriction: discharge of consumer fireworks is prohibited on all non-designated days. On permitted days, fireworks may be used until 11:45 PM, except on July 4 (extended to 1:00 AM the next day) and December 31/January 1 (also 1:00 AM). Discharge on any other person's property without permission, on public property, on streets, or by anyone under the influence remains illegal at all times. Display (1.3G) fireworks require a permit from the Lansing Fire Marshal under MCL Β§28.453.
Discharging consumer fireworks on a non-designated day is a municipal civil infraction with a fine of $1,000 per occurrence as authorized by PA 65 of 2018. Use after 11:45 PM on otherwise legal days is also citable. Discharge on another's property without permission is a misdemeanor. Lansing Fire Department coordinates enforcement on July 4 weekend.
