Loveland follows Colorado fireworks law (C.R.S. 24-33.5-2001 et seq.) and enforces a 'no tolerance' policy on illegal fireworks. Permissible (legal) fireworks include sparklers, fountains, smoke balls, crackle/strobe items, wheels, spinners, and novelty items; these may be used within Loveland city limits and unincorporated Larimer County and may be sold only with a permit. Non-permissible (illegal) fireworks - anything that explodes or leaves the ground (firecrackers, bottle rockets, Roman candles, aerials, missiles) - are prohibited statewide except for licensed commercial pyrotechnics. Children under 16 may not possess or use fireworks without direct adult supervision.
Loveland Fire Rescue Authority enforces fireworks rules under Colorado's statewide framework (C.R.S. 24-33.5-2001 et seq.). LFRA states: 'Non-permissible (illegal) fireworks are those that explode and/or leave the ground, such as firecrackers, bottle rockets, Roman Candles, aerials, missiles, and other similar items. These items are not permissible for either sale or use within the State of Colorado, except commercial-grade pyrotechnics used by licensed and permitted pyrotechnics technicians for public and private displays.' Permissible (legal) fireworks 'include items such as sparklers, fountains, smoke balls, items with crackle and strobe effects, wheels and spinners, and various novelty items. These types of fireworks are allowed to be sold (with a permit only) and used within the Loveland city limits and unincorporated Larimer County, however, there are age restrictions to consider.' LFRA further states: 'Fireworks are not to be possessed or used by children under the age of 16 without direct adult supervision.' The City of Loveland 'has adopted a no tolerance policy regarding illegal fireworks and will be issuing citations to persons using or possessing non-permissible fireworks.' Illegal fireworks are confiscated and destroyed by a licensed pyrotechnics technician. Citations may require mandatory court appearances. Under state law, unlawful use or sale of fireworks (C.R.S. 24-33.5-2002) is a petty offense or class 1 misdemeanor depending on circumstances. Report illegal fireworks to the seasonal hotline at 970-962-2110 or police dispatch at 970-667-2151.
Loveland Police and LFRA Community Safety enforce the fireworks rules with a 'no tolerance' policy. Citations are issued for use or possession of non-permissible (illegal) fireworks; illegal items are confiscated and destroyed. State petty-offense penalties under C.R.S. 24-33.5-2002 may also apply. Report to the fireworks hotline 970-962-2110 (seasonal) or police dispatch 970-667-2151.
