All consumer fireworks are illegal for private use in Lowell and throughout Massachusetts under MGL c.148 s.39A. Possession, sale, and use are prohibited with no exceptions, and violators face seizure and fines.
Massachusetts is one of the few states that bans all consumer fireworks entirely. Under MGL c.148 s.39A it is unlawful for any person to possess, use, sell, or transport fireworks in the Commonwealth unless they hold a professional display license issued by the State Fire Marshal. This includes sparklers, firecrackers, Roman candles, bottle rockets, aerial repeaters, and any device that explodes or propels a projectile. Lowell Police and Fire Prevention enforce the ban aggressively around July 4 and New Year. Bringing fireworks purchased legally in New Hampshire into Massachusetts is also illegal. All fireworks found will be seized and destroyed. Fines start at 100 dollars per violation and can reach 1,000 dollars for larger quantities. Only licensed pyrotechnicians hired by a municipality or organization with a permit may conduct public displays, such as the annual Lowell Folk Festival or Fourth of July displays.
