Moore County, NC Fire Regulations: Fireworks (2026)

Moore County's noise control ordinance, not a standalone fireworks chapter, is where the county bans unpermitted fireworks. Sec. 10-41(b) lists specific acts that are automatically treated as loud, raucous, disturbing or unnecessary noise, and item (8) singles out fireworks: exploding them is unlawful county-wide unless the operator holds a written permit obtained from the County of Moore. The general prohibition in Sec. 10-41(a) applies wherever such noise reaches public streets, parks, schools, churches, hospitals, parking lots open to the public, or an occupied residential unit that isn't the source.

Sec. 00 nonrefundable fee. None of the 18 blanket exemptions in Sec. 10-42, covering things like farm operations, school athletic events, and construction equipment, mention fireworks, so the permit is the only way around the ban. Enforcement runs through Sec. 00 if collection requires a civil suit. The complaint of two or more people from different households, combined with a deputy's own observation, counts as prima facie evidence of the violation.
