Code Sec. 6-2 has the Rutherford County Board of Commissioners delegate to the county manager the authority to grant written authority to display operators for the exhibition, use, or discharge of pyrotechnics at a concert or public exhibition under G.S. 14-410, and to issue the related permits for pyrotechnics used at concerts and public exhibitions under G.S. 14-413. The county sets proof-of-insurance for these displays at the minimum required under G.S. 14-413 itself, rather than imposing a higher local threshold. 6-3 separately delegates the county's authority to issue fireworks permits under G.S. 14-54 only to the governing bodies of the Town of Forest City, the Town of Lake Lure, and the Town of Rutherfordton, and that delegation reverts to the Board of Commissioners if a town stops employing or contracting with a certified fire inspector. Chapter 6 also regulates false fire alarms separately (Sec. 6-1), giving context that fire-related enforcement in the county runs through the fire chief and, for pyrotechnic displays specifically, the county manager's office rather than the fire marshal.

Because the school-zone and unsafe-building articles of Chapter 3 do not reach pyrotechnics, Sec. 6-2 is the operative local rule for anyone proposing a fireworks display on unincorporated county land outside Forest City, Lake Lure, or Rutherfordton town limits.
