Two state laws control fireworks in Champaign County: the Fireworks Regulation Act (425 ILCS 30) and the Pyrotechnic Use Act (425 ILCS 35). Together they make it unlawful for consumers to possess or use display or consumer fireworks, which covers firecrackers, Roman candles, bottle rockets, and anything that explodes or leaves the ground. Only sparklers, snakes, glow worms, and similar novelties are excluded from the ban. Professional displays need an Illinois State Fire Marshal permit. As home-rule cities, Champaign and Urbana may prohibit even sparklers on public property. Buying fireworks legally in Indiana does not make them legal to use in Illinois.
Knowingly possessing or using illegal consumer fireworks is a Class A misdemeanor, punishable by up to 364 days in jail and a fine of up to $2,500. Selling illegal fireworks is a felony.
