Champaign County, IL Noise Ordinances: Vehicle Noise (2026)

Section 3.2.F.3 of the county's Public Nuisance Ordinance names 'operation of motor vehicles or related equipment on private property' as one of the specific activities that becomes a public nuisance during the county's nighttime noise window, 10:00 p.m. to 7:00 a.m., whenever the noise is discernable inside a neighboring dwelling and is not the kind, level or duration customarily associated with permitted uses in that zoning district (Section 3.2.F). The rule targets private-property vehicle operation, revving engines, running generators, idling equipment, rather than driving on public roads, which falls under state traffic law instead.

It applies only in unincorporated Champaign County; Champaign, Urbana, Rantoul, Savoy and Mahomet enforce their own municipal noise codes for vehicle operation inside city limits. A related provision, Section 3.2.F.4, separately treats bells, sirens, whistles and horns as nighttime nuisance sources, exempting only noncommercial unamplified bells or chimes. Enforcement follows the ordinance's standard path: the Zoning Administrator or Sheriff investigates a complaint (Section 4.1), and a substantiated violation draws a notice giving the responsible person at least 15 days to stop the activity, or immediate cessation if it is ongoing (Section 4.3.D).

The accused can settle without a court appearance by paying the $100 minimum fine within 14 days (Sections 6.2.2, 6.3); failing that, the State's Attorney can prosecute in circuit court for $100 to $500 per offense on a first conviction and $200 to $500 on any subsequent one, with each night the noise recurs treated as a separate offense (Sections 6.1.B, 6.4).
