All fireworks are illegal within Tulsa city limits. Title 14 of the Tulsa Revised Ordinances adopts the International Fire Code, Section 5601.2, requiring an operational permit from the fire code official for any fireworks possession, sale, handling, or use. This includes sparklers, bottle rockets, and all consumer fireworks. Despite Oklahoma state law legalizing consumer fireworks (68 O.S. §1621), Tulsa exercises its home-rule authority to ban them.
68 O.S. §1621 et seq. regulates fireworks statewide. Oklahoma is one of the most permissive states for consumer fireworks. Consumer fireworks (1.4G) including aerial fireworks are legal during designated periods: June 15-July 6 and December 15-January 2. Tulsa may impose restrictions within city limits but most Oklahoma cities allow consumer fireworks during legal periods. Burn ban periods may further restrict fireworks. Professional displays require fire marshal permits.
