ALL consumer fireworks — including sparklers, firecrackers, Roman candles, and aerial fireworks — are ILLEGAL throughout Massachusetts under MGL c. 148 §39. This is a statewide prohibition; Norfolk County does not need its own ordinance.
Massachusetts General Laws Chapter 148 §39 prohibits the sale, possession, and use of consumer fireworks by anyone other than licensed professionals. This prohibition applies statewide, including all 28 municipalities in Norfolk County. Sparklers, bottle rockets, firecrackers, aerial shells, Roman candles, and all similar devices are illegal for private use. Only toy caps (containing 0.25 grains of explosive or less) are exempt. Professional pyrotechnic displays require a permit from the State Fire Marshal under 527 CMR 3.00. Violators may be fined and the illegal fireworks confiscated. Local fire departments and police enforce this law. Even legal fireworks purchased out of state may not be brought into Massachusetts.
