Propane storage on Oahu is regulated by ROH Chapter 20, which adopts NFPA 1 Chapter 69 and incorporates NFPA 58 for container siting, permits, and vehicular protection.
ROH Chapter 20 adopts NFPA 1 Chapter 69 with reference to NFPA 58, the national LP-Gas Code, to regulate propane storage and dispensing county-wide. Permits are required under NFPA 1 Section 69.1.2 for storage, use, or handling above threshold quantities. Installations of a single container or aggregated containers with water capacity of 125 gallons or more must submit plans to the Authority Having Jurisdiction. Containers within 10 feet of a public vehicular way require barrier protection such as bollards. Setbacks, ventilation, and relief valve orientation follow NFPA 58.
Noncompliant installations can be red-tagged, ordered removed, or fined; operating without required permits can also trigger stop-work orders and civil penalties.
