In Woodbury buildings of three or more dwelling units, City Code Section 8-4 bans storing or using propane, grills or open flame on any above-ground balcony or on a ground-floor patio within 15 feet of the structure. Woodbury regulates propane and LP-gas storage chiefly through its open-flame ordinance for multi-family housing. Under City Code Section 8-4, for any structure containing three or more dwelling units that share a common hallway or means of egress, no person may store or use any fuel, barbecue, torch, or similar heating or lighting chemical or device on any balcony above ground level, and no fire or open flame may be kindled or maintained on any such balcony or on a ground-floor patio within 15 feet of the structure. The same section bans grills - electric, gas, charcoal or open flame - in those restricted zones. The only exception is where the entire building, patio or balcony is constructed of non-combustible material and protected by a sprinkler head. The city explains that solid-fuel and propane cooking equipment stored on patios has caused a number of fires in Minnesota and Woodbury. These rules track the Minnesota State Fire Code (Appendix O / Chapter 3 open-flame provisions). The Minnesota State Fire Code also requires LP-gas (propane) cylinders to be stored outside at least 10 feet from building openings such as windows, doors and fresh-air intakes. Single-family homes are not subject to the multi-family balcony prohibition, but state fire-code cylinder-storage and quantity limits still apply.
