13 of the Zoning Ordinance defines an Extended Stay Facility as a hotel or motel where 30 percent or more of guest rooms are equipped for both food storage and preparation and are designed for weekly or monthly occupancy, or where more than 3 percent of rooms are actually rented past 30 consecutive days. Subsection (A) attaches eleven supplemental standards to that use, three of them aimed squarely at in-room fire risk: every guest room must be protected by a sprinkler system approved by the fire marshal or their designee (item 5); any room with a stove-top or other burner unit must include a maximum 60-minute automatic power-off timer on that unit (item 6); and a hard-wired smoke detector must be installed in every guest room (item 7).

The same subsection caps occupancy at 2 persons per room under 300 square feet, with 1 additional person allowed per extra 75 square feet up to a maximum of 4, bars issuing a permanent business license from a guest room, forbids converting the building to apartments or condominiums, and requires a 50-foot buffer from multi-family zoning or a 100-foot buffer from single-family zoning. This is the only smoke-detector mandate the Zoning Ordinance sets for lodging; it does not reach hotels or motels that fall outside the extended-stay definition, and it says nothing about single-family homes or general residential construction.
