Sacramento County requires hardwired interconnected smoke alarms in all bedrooms, hallways leading to bedrooms, and on each floor at the time of sale, addition, or substantial alteration of a single-family home, per California Health & Safety Code §13113.7 and CRC §R314.
Sacramento County adopts the California Residential Code (CRC) §R314 in SCC Chapter 16.10. For new construction and substantial remodels, smoke alarms must be hardwired with battery backup AND interconnected so all alarms sound together. They must be installed: inside every bedroom, outside every sleeping area within 21 feet, and on each level. Carbon monoxide alarms (CRC §R315 + CHSC §13262) are also required outside each sleeping area if the home has any fuel-burning appliance or attached garage. For existing single-family homes at point of sale, battery-only smoke alarms are sufficient if the home was built before 1992 and no electrical work is being done.
Failure to install required smoke alarms at point of sale: civil penalty up to $200 per violation under CHSC §13113.7. Lack of working smoke alarms during a fire investigation can void homeowners insurance claims and expose landlords to negligence liability.
