Spokane County follows the statewide requirement in RCW 43.44.110. Smoke detection devices must be installed inside all dwelling units occupied by persons other than the owner, and must meet UL 217 or the codes adopted under chapter 19.27 RCW (the State Building Code, which incorporates the International Residential/Fire Codes). Installation is the owner's responsibility; maintenance, including battery replacement, is the tenant's. At a vacancy, the owner must ensure the detector is operational before the unit is re-occupied. New construction is governed by the current adopted IRC/IFC, which require interlinked detectors in each sleeping room, outside each sleeping area, and on every level.
Any owner, seller, or tenant failing to comply is subject to a fine of not more than $200 under RCW 43.44.110.
