Davenport requires every mobile food unit to hold a $55 annual mobile food unit license, a valid Scott County Health Department permit, and $1 million liability insurance naming the City. Vending in the public right-of-way needs a separate $550 public property permit.
Chapter 5.19 governs mobile food units. Operators apply through the City Clerk, must carry all Iowa Department of Inspections and Appeals licenses plus the city license, and must display the license conspicuously on the unit. Requirements include a valid Scott County Health Department permit, a Davenport Fire Department inspection, and insurance of $1,000,000 commercial general liability each occurrence ($2,000,000 aggregate) plus $1,000,000 auto liability, with the City named as additional insured. A separate license is required for each vehicle or pushcart, and no unit may sell liquor, beer, or wine.
Operating without the required license or permit, or without a current health inspection certificate on display, subjects the operator to municipal-infraction enforcement; the City may order the unit to stop and pursue civil penalties.
