Ada County, ID Food Trucks & Mobile Vendors: Food Truck Permits (2026)

Ada County Code section 8-13A-3(D)(6), part of the Avimor Zoning Ordinance adopted by Ordinance 1002 on October 28, 2025, sets the permit path for food vehicle and trailer concessions inside the Avimor Planned Community, the master-planned development in the unincorporated foothills north of Boise. Before any food truck or trailer can operate, the vendor must obtain a zoning certificate from Ada County Development Services. The application package must include a completed Development Services application form, a copy of the vendor's current Central District Health Department mobile food establishment license, and a scaled site plan showing property lines, the location of the food vehicle or trailer, off-street parking, and ADA accessibility.

The Avimor Zoning Ordinance defines a covered unit as one licensed as a mobile food establishment with the Health Authority that is a self-sufficient vehicle or trailer, covering both permanent and semi-permanent setups. A narrow exception applies to concessions serving an approved Avimor community event: those trucks skip the separate zoning certificate but must still carry Central District Health Department approval. The Article is administered by the county's Development Services Director under section 8-13A-1, who interprets land-use questions the Avimor Specific Plan does not directly address.

Because this permit track is written into the Avimor overlay rather than the countywide zoning chapter, it applies only within Avimor's mapped boundary; a food truck operating elsewhere in unincorporated Ada County still needs Central District Health Department licensing but goes through the general commercial zoning certificate process instead of this section.
