Manchester folds food trucks into its Health Department permitting scheme under Chapter 117. Operating a food-service establishment, a term the code defines broadly enough to reach mobile units, without a valid Health Authority permit is unlawful under § 117.15. On the fee schedule at § 117.19, 'mobile food operations' are rated Class III-A, carrying a $200 annual permit fee. Under § 117.22, mobile caterers, canteen trucks, and other readily moveable food establishments must post their permit and display the establishment name and permit number on at least two sides of the vehicle. Section 117.27 requires these vehicles to submit accurate route schedules showing stop locations and times so the Health Department can inspect them, and § 117.23 bars transferring a permit from one vehicle to another.
