Operating a mobile food facility (food truck or mobile food vendor) in Ontario requires three separate approvals. First, a mobile food facility permit from the San Bernardino County Department of Public Health Environmental Health Services under the California Retail Food Code (CalCode), Health and Safety Code Section 113700 et seq., including plan review of the truck or cart and annual health inspections. Second, an Ontario City Business License obtained from the Finance Department at (909) 395-2022, which registers the operator under Ontario Municipal Code Title 4 and collects any applicable business tax. Third, trucks must operate from a licensed commissary for overnight cleaning, fresh-water fill, and wastewater disposal as required by HSC 114295. Propane and generator safety follows California Fire Code Chapter 61. Vendors must also carry liability insurance and, if parked on private lots, have written property-owner permission. Enforcement is by County Health and Ontario Code Enforcement.
