Effective July 1, 2026, mobile food vendors must carry a Texas DSHS mobile food unit permit; a state permit does not exempt the operator from Garland zoning, parking, and noise ordinances, and the unit must always remain mobile. The Health Department may suspend a permit whenever a unit scores 69 or below on an unannounced inspection.
