Full Breakdown
Placing merchandise for sale on Shelby's streets or sidewalks is unlawful except under specific carve-outs, including a city-manager permit track for sidewalk vendors. No more than five permits may be active at once. Applicants must apply in writing at least 48 hours before starting, pay an annual fee (year begins July 1, no proration), and show required licenses and liability insurance. Only food prepared under applicable health regulations, fresh-cut flowers, and handmade art or crafts may be sold: everything else is barred. Each vendor sells from a single rubber-tired, manually propelled pushcart no larger than 4 feet by 8 feet, kept at least 200 feet from other vendors' carts, on the sidewalk half nearest the street.
Violations & Fines
Selling without a permit, exceeding the five-permit cap, using a cart over 4x8 feet, or crowding within 200 feet of another vendor is cause for immediate permit revocation under Sec. 40-10(3)m.
