Inside the Main Street Business Improvement District (the code's defined central business district), § 117.041 makes it unlawful to sell food, beverages, merchandise or services on a street or sidewalk without first obtaining a peddler's license and a sidewalk use permit. Outside that district, § 117.042 allows vending under a peddler's license, but food and beverage sales specifically require a mobile food vending permit or a health permit. Stands are capped at 30 inches wide by 6 feet long by 38 inches to the countertop (§ 117.044), can't be stored overnight on the street or sidewalk, and food vendors must provide a litter receptacle and pass health inspections at least twice a year (§ 117.045).
