11, 'Merchandising, Advertising, and Signs,' governs vending on the County Courthouse Square in Pekin. Division (A)(1) requires anyone who wants to 'expose or offer for sale any article or thing' or station a stand, cart, or vehicle on the Square to first get the consent of the County Administrator.
