Tinley Park, IL Food Trucks & Mobile Vendors: Sidewalk & Mobile Vending (2026)

Section 98.25 of the Tinley Park Village Code makes it unlawful for any person, firm, or corporation to sell, offer for sale, or barter ice cream, frozen desserts, soft drinks, soda water, or merchandise of like character from a vehicle on the village's streets, highways, alleys, or other public ways. The section defines VEHICLE broadly: any device in, upon, or by which a person or property is or may be transported, whether it runs on a motor, human power, or an animal, expressly including any vehicle subject to registration under the Illinois Vehicle Code, ILCS Ch. 525, Act 5.

The prohibition is written narrowly to retail transactions; § 98.25(B) states the section applies only to retail sales, so a wholesale delivery of frozen goods to a store or restaurant from a truck is not covered by this ban. But a classic ice cream truck or a mobile cart selling drinks or frozen treats directly to the public from a public street, alley, or public way in Tinley Park is squarely barred, regardless of whether the vehicle is motorized, pedal-powered, or animal-drawn.

Because the section sits in Chapter 98 without a penalty clause of its own, a violation is punished under the chapter's catch-all penalty in § 98.99(B), which sets a fine of not more than $750, with every day a violation continues counted as a separate offense.
