(a)Except for ice cream trucks, no mobile food vendor vehicle shall conduct business or operate on any street, sidewalk, alley, trail or other right-of-way or on any city-owned property, including plazas and parks, except: (1)As part of a city-sponsored or city-sanctioned special event;(2)When parked in a city-designated mobile food vendor vehicle parking space within the assigned dates and times; or(3)Except as may be allowed as part of a city-issued special event permit or by contract with the clerk's office, mobile food vendors are permitted in a city-designated mobile food vendor vehicle parking space no more than five (5) days in any calendar month.

Sec. 10-523 of the mobile food vendor ordinance draws a hard line against vending on public property: except for ice cream trucks, no mobile food vendor vehicle may conduct business or operate on any street, sidewalk, alley, trail, or other right-of-way, or on any city-owned property including plazas and parks. The only three carve-outs are operating as part of a city-sponsored or city-sanctioned special event, parking in a city-designated mobile food vendor vehicle parking space within assigned dates and times, or operating under a city-issued special event permit or contract with the clerk's office, and even then a vendor using a designated parking space is capped at five days in any calendar month.
This is a separate and stricter rule than the private-property provision in Sec. 10-524, which allows vending on private lots with the owner's written consent. Sec. 10-525(k) layers on a proximity rule that also touches sidewalks: vendors cannot operate within 25 feet of any street intersection, pedestrian crosswalk, or driveway except as part of a city-sponsored event. Because Article XX is enforced by the city clerk's office rather than the police alone, a vendor found working a sidewalk without a special event permit or a designated space is operating unlawfully under Sec. 10-523 regardless of whether they hold a food service permit for some other location.
