4 of the Zoning Ordinance limits mobile food units to the Urban Neighborhood-West, Urban Neighborhood-East, and Urban Neighborhood-South districts, the Corridor Redevelopment, Redevelopment, and Comprehensive Development districts, and the Industrial district, and only on non-residential or mixed-use properties within those zones. 16 carves a narrow exception for Low Density Development, Planned Development, and residential zones: a mobile food unit may operate there only on commercially developed property, or as part of a larger event of public interest, and it must stay at least 100 feet from residential properties.

A separate carve-out lets ice cream trucks and units serving active construction sites work in Neighborhood Conservation and Development District Housing zones or other residential areas without a use permit, provided the operator holds a City of Auburn business license and does not park at any single site for more than 30 minutes. 17 bars mobile food units from operating in city parks or on other city property at all unless the City Manager or a designee grants explicit approval first, closing off Auburn's public parks as a default vending location even where the underlying zoning would otherwise allow it.
