05(B)(1)(c) requires every vendor's-license application to state the place where the applicant proposes to operate, which shall be limited to a commercial zoning district within the City of Bethlehem, and to include written permission of the landlord or property owner presented at the time of application. That location restriction is why a vendor cannot simply set up in a residential neighborhood or an industrial district: only land zoned commercial qualifies, and even there the vendor needs the abutting owner's signed consent before applying. 05(A)(2)(i) reinforces the zoning-driven limit from the product side, disqualifying any application proposing to sell anything other than food, non-alcoholic beverages, or fresh flowers.

05(F) covers non-stationary sellers: ice cream trucks and non-stationary vendors that need only to stop their vehicles from time to time to sell goods are not tied to one fixed commercial-zone address the way a stationary stand is; they instead pay a $100 permit fee and carry the same $1,000,000 liability Certificate of Insurance naming the City as additional insured, letting them travel between locations rather than being confined to a single approved commercial parcel. 05(C)(a)(6) makes operating in any location other than the licensed location grounds for revocation, so the zoning and site restriction is enforced continuously, not just at the application stage.
