Table 5-1 of Article V, Zoning Districts lists "Produce stand outdoor (off-site), Farmers' Market, Food Trucks" as one line item, marked "P" (use permitted by right) three times and "X" (per approved plan) four times across the county's zoning districts; the remaining eight districts carry no symbol at all for this use. " Where a food truck use is not listed and cannot be matched to a materially similar use under the North American Industry Classification Manual four-digit industry group, the Director of County Services and Code Enforcement must treat it as prohibited.

1640(B) departs from the table entirely: permitted uses there are set individually as part of each development's zoning approval, so a food truck operator in a PM development must check that project's approved plan rather than Table 5-1. Because Missouri county zoning authority stops at the county line drawn around incorporated cities, this table governs vending only in unincorporated Jefferson County; a food truck operating inside Arnold, Festus, Pevely or De Soto is subject to that city's own code, not the county UDO.
