City Code § 32-6 gives no peddler or solicitor an exclusive right to any location and bars operating in public rights-of-way or in any congested area where operations impede or inconvenience the public: a police officer's judgment on congestion is conclusive. That right-of-way ban lifts each year from 10 a.m. the Thursday before Labor Day through 6 p.m. Labor Day. Under § 32-7, a peddler or solicitor working from a fixed location may only set up in an area zoned C-3 or C-4 commercial, and only with the property owner's prior written approval.
