Location control for stationary units sits in § 115.088(B). The Planning Commission approves each location, and the permission applies only to that particular unit; it does not run with the land, the landowner, the unit's owner or any other unit. The unit must keep operating and be open at least four days a week for six hours or more unless the Commission approves fewer days or hours. The site cannot double as storage for the unit unless it is a proper storage location under the city's zoning ordinance, lighting must be shielded so it is not directly visible to a residential use, and units can operate at any time except between 2:00 a.m. and 6:00 a.m.

In deciding where a unit fits, the Commission weighs the location's impact on other businesses, the need for additional restaurants and food services in an area, the number of similar units already in an area or the city, the unit's appearance and construction, parking, landscaping, drives and seating, whether permission is long term or reconsidered after a period, and how the unit fits with the business on or adjoining the land (§ 115.089). Units that travel city roads and streets follow the peddler route limits in § 115.016(B): residentially zoned areas only, excluding areas whose deed restrictions preclude the activity, no multi-lane roadways (three or more lanes), none within one block of school grounds on school days during school hours and one hour before and after, and none on the Texas City Dike or Skyline Drive.

Peddlers and vendors are also prohibited in city parks during any city authorized event, and Dike vending is limited to posted vending areas by special Dike permit, one vendor per designated location daily on a first come basis.
