Garage-sale ordinances exist to stop the driveway that becomes a weekly flea market, and nearly all of them work the same two dials: sales per household per year, and consecutive days per sale. Permits are the exception, not the rule.
Signs are what people actually get cited for. Posting in the right-of-way or on utility poles violates the sign code, and cities enforce it by removal, usually without notice. The sale is rarely the problem; the advertising is.
