Ames does not regulate garage sales as a separate licensed activity; instead, Sec. 29.1304(5) defines when a rummage or garage sale, a sale of household goods and belongings held outdoors or in a garage, falls outside the Home Occupation standards that would otherwise apply to any recurring at-home sales activity. To qualify for that carve-out, a sale cannot run more than three consecutive days, and a household cannot conduct more than three such sales in a year. The section closes an obvious workaround: Sec. 29.1304(5)(b)(iii) specifies that the three-sale annual cap is not contingent on how long each sale runs, so a resident cannot hold four or more sales in a year by making each one shorter than three days.

A sale that exceeds either limit, running longer than three consecutive days or occurring a fourth time in the same year, falls back under the full Home Occupation criteria in Sec. 29.1304(3) and (4), including its area, signage, traffic, and hours-of-operation limits, which are far more restrictive than an occasional garage sale is designed to satisfy. The same three-day, three-times exception language also appears in Sec. 29.1304(4)(c)(vi)(e), which lets an occasional exhibition or sale of goods exceed the Home Occupation's normal client-occupancy cap under those same conditions.
