Sales must be of used household goods — primarily selling new, imported, or wholesale merchandise crosses into commercial retail and triggers business licensing requirements. Some areas track sales through free permits issued by the city clerk. Estate sales conducted by licensed estate sale companies may be exempt from frequency limits. Multi-family communities or neighborhood associations may organize community-wide sales that count separately from individual household sales. Repeat violators may receive cease-and-desist orders and referrals to business licensing.
