Garage and yard sales fall under § 138-3356, the county's temporary uses and structures section, which by its applicability clause in (b) covers temporary uses on a given property but not mobile vendors on wheels except for stationary time limits. Subsection (c)(3) treats garage sales as their own category, separate from the broader criteria in (c)(2) that govern things like Christmas tree lots, rummage sales, flea markets and carnivals, which cap those other temporary uses at 60 days per parcel per year and require written property-owner permission, off-street parking and a 25-foot setback from rights-of-way and residential property.

Garage and yard sales instead get a simpler rule: they're allowed at any residential use, up to four sales per calendar year per parcel, with each individual sale capped at three days. On top of those four individual sales, the code separately allows a neighborhood to hold one neighborhood-wide garage sale event of up to two days per calendar year, letting multiple households sell together on the same weekend without that shared event counting against any single parcel's four-sale allowance.
