Section 46-45 makes it unlawful for an owner or person in control of private property to place or permit litter on that property, in the gutter or parkway next to it, or on the adjacent half of any alley, unless the material sits in an authorized collection receptacle. Unsold goods and packaging left out after a sale fall under this rule, as does anything that blows into the street. Signs run on a separate track: section 328-16(a) bars displaying any sign on public property or within a public-use easement right-of-way, and section 46-43 bars affixing notices to lampposts, utility poles and shade trees. Temporary directional signs of 12 square feet or less need no permit on private property.
